How to source toys from China (safety first)

Toys are the most heavily regulated consumer category you can import, so with China toys you pick the safety standard first and the supplier second. Decide which market you sell into, lock the matching rules into your specification — EU EN71 + CE, US ASTM F963 + CPSIA, UK Toys (Safety) Regulations — set the age grade, then buy from a factory that already lab-tests to that standard. A charming sample means nothing if the bulk run can't pass a phthalate or small-parts test. Get the compliance frame right before you negotiate a single price.

Toys are cheap to make and expensive to get wrong. A non-compliant shipment isn't a quality complaint — it's a customs seizure, a forced recall, or a banned-product notice with your importer name on it. This guide walks the order the way an experienced buyer actually works it: standard, age grade, tests, then sourcing location.

Step 1 — Pick the market, then the standard

There is no single "toy safety certificate" that clears you everywhere. Each destination has its own legal framework, and you are the importer of record who carries the liability. Nail down where you'll sell before you brief a factory.

EU: CE, EN71 and a new regulation landing

In the EU, a toy carries the CE mark — the manufacturer's declaration that it meets the law. Conformity is demonstrated against the EN71 harmonised standard series, split into 14 parts; the three you'll cite most are EN71-1 (mechanical and physical properties, including small parts), EN71-2 (flammability) and EN71-3 (migration of certain elements, i.e. heavy metals leaching from materials) (law.resource.org). Note the ground is shifting: the new Toy Safety Regulation (EU) 2025/2509 was adopted on 25 November 2025 and published on 12 December 2025, replacing the old directive, with a long transition to 1 August 2030 and a Digital Product Passport (a QR-linked data record) eventually replacing the paper declaration of conformity (UL Solutions). For orders shipping in 2026 you still work to the directive and EN71, but ask suppliers whether they're preparing for the DPP.

US: ASTM F963 is the law, not a nice-to-have

In the United States, ASTM F963 is not voluntary — the Consumer Product Safety Improvement Act (CPSIA) makes it a mandatory federal standard, and the current version, ASTM F963-23, became effective on 20 April 2024 (Federal Register). Every children's toy must have a Children's Product Certificate (CPC) backed by testing at a CPSC-accepted third-party lab, plus a tracking label under CPSIA Section 103 — a permanent mark carrying the manufacturer's name, production location, production date and batch, so a defective lot can be traced (Compliance Gate).

UK: CE still works

Great Britain kept the Toys (Safety) Regulations 2011 after Brexit, and in 2024 the government granted indefinite recognition of the CE mark for toys — so UKCA is now voluntary, not a hard requirement, and a properly CE-marked toy is accepted in GB with no current deadline (Landmark Global). Verify the current position before you print labels; UK marking policy has moved several times.

Step 2 — Fix the age grade

Age grading drives everything else. A product "intended for children under 3" faces the strictest rules, because the failure mode is choking. The CPSC decides intended age from the manufacturer's stated age, the packaging and advertising, and whether the item is commonly recognised for under-3s — you don't get to dodge stricter tests just by printing "3+" on a toy obviously made for a baby (eCFR 16 CFR 1501).

The core check is the small parts test. A component that fits entirely inside the small-parts cylinder — 2.25 inches long by 1.25 inches wide, sized to a young child's throat — is a choking hazard and fails for the under-3 category (eCFR). Toys are also put through use-and-abuse testing (drop, torque, tension, compression simulating rough handling) under 16 CFR 1500.51/1500.52; if a toy breaks into small parts during that abuse, it fails too. Decide the age grade up front, because it changes the tests, the warnings on the box, and often the design itself.

Step 3 — Know the chemical and physical limits

Toy testing splits into chemical and mechanical/physical limits. On the chemical side, the US numbers you must not exceed:

  • Lead: ≤ 100 ppm total in the substrate, ≤ 90 ppm in surface coating (paint) (Compliance Gate).
  • Phthalates: 8 restricted plasticisers, each capped at 0.1% (1,000 ppm) in plasticised components (Compliance Gate).

The EU controls the same families through EN71-3 migration limits — measuring how much of 19 elements (lead, cadmium, chromium, antimony and more) can leach out of the material a child mouths — with limits tightened over successive amendments (law.resource.org). Mechanical limits cover sharp points and edges, small parts, cords and elastics, and flammability. The practical rule: these are pass/fail on the bulk run, not the sample, which is why third-party lab testing is non-negotiable.

Step 4 — Third-party lab testing (the proof)

You cannot self-certify a toy for the US or EU with any credibility. A third-party lab (Eurofins, SGS, Bureau Veritas, Intertek, TÜV, QIMA, or a CPSC-accepted lab) pulls samples and tests them against the standard, producing the report that underpins your CPC or CE file. Ask a Chinese supplier for their existing test reports — a serious toy factory already has EN71 and ASTM F963 reports for its lines — but treat the factory's own reports as a starting point: for your order you commission a fresh test, in your importer name, on your production run. Pair the lab test with a physical pre-shipment inspection so you verify both the paperwork and the actual cartons before the balance is paid.

Step 5 — Where to source in China

China dominates toy manufacturing, and it concentrates in a few places:

  • Chenghai (Shantou), Guangdong — the world's toy capital. Chenghai hosts 50,000+ toy-related firms and produces an estimated 70% of the world's plastic toys, with a full ecosystem of design, moulds, production, packaging and export in one district (Newsgd). This is the place for plastic toys, building blocks, model kits and electronic toys.
  • Canton Fair, Phase 2 (Guangzhou) — the mid-session of the Canton Fair is where "Consumer Goods" including toys, gifts and baby products are exhibited, so time your visit to Phase 2 if toys are your category.
  • Yiwu (Zhejiang) — the Yiwu Market has a large toys zone for low-MOQ, low-cost stock toys and novelties, ideal for mixed containers and small orders rather than custom tooling.

At the stand you're capturing fast: photo, quoted FOB price (Free On Board — priced to the port, freight on you), MOQ (Minimum Order Quantity), the safety reports the supplier claims, and the age grade. FAQ

Do I need ASTM F963 and EN71 for the same toy?

Only if you sell into both markets. ASTM F963 (with CPSIA) is the US law; EN71 backs the CE mark for the EU. A toy built to satisfy both is common, but you still commission market-specific test reports, because the limits, methods and documentation differ. Decide your target markets first, then have the lab test to each one you'll actually ship to.

What's the tracking label and do all toys need one?

For the US, yes. CPSIA Section 103 requires a permanent tracking label on the toy and its packaging showing the manufacturer's name, production location, production date and batch or run number. Its purpose is traceability: if a lot is recalled, the label pinpoints exactly which units are affected. Build the label requirement into your purchase order so the factory prints it correctly.

Is CE marking still valid for selling toys in the UK?

Yes. Great Britain recognises the CE mark for toys indefinitely as of 2026, so a correctly CE-marked toy conforming to the Toys (Safety) Regulations 2011 is accepted, and UKCA is voluntary. This can change, so confirm the current UK government position before a large order — UK conformity-marking policy has shifted repeatedly since Brexit.

Can I trust the supplier's own test reports?

Use them to shortlist, not to certify. A credible factory will show current EN71 or ASTM F963 reports for its lines, which proves it can make a compliant toy. But the report must match your exact product, materials and colours, and the legal certificate must be in your importer name. Commission a fresh third-party test on your production run before you release final payment.

What's the biggest compliance mistake first-time toy importers make?

Choosing the supplier and price before the safety standard, then discovering the winning sample can't pass a phthalate or small-parts test at volume.
